Florida – Foster / Out-of-Home Care Scholarship

For the purposes of the Florida scholarship programs:

“Foster care” means care provided a child in a foster family or boarding home, group home, agency boarding home, child care institution, or any combination thereof, as defined by s. 39.01(29).

“Out-of-home” means a placement outside of the home of the parents or a parent, as defined by s. 39.01(55) which is further defined as the placement of a child in licensed and non-licensed settings, arranged and supervised by the department or contracted service provider, outside of the home of the parent, as defined by DCF Rule 65C-30.001 Definitions (82).


2023-24 school year- Application

Children in foster and out-of-home care are eligible for funding status #1. We have paused accepting additional scholarship applications. Please check back here for updates.

What do the funding statuses mean?

Students who are documented as foster or out-of-home care are eligible for priority funding status #1. Priority funding status #1 students will be funded with contributions from AAA’s FTC program first. If sufficient FTC contributions are available after that, students found eligible for priority funding status #2 will be funded next. The non-priority funding student will be funded after that. If insufficient FTC contributions are available, non-FTC funded student information will be submitted quarterly to the Florida Department of Education to request funding from state tax dollars (“FES-EO”).

Do I have to use my student’s scholarship to enroll them into a private school?

No, but please note that if you do NOT intend to use your student’s scholarship to primarily enroll them into a private school, the law limits the number of these “Personalized Education Program” or “PEP” students to 20,000 annually for the entire state. Once that limit is reached, no additional PEP students may be funded. Please consider that before deciding how you intend to use your student’s scholarship.
